Greek Greenhouse Gas Registry

The Office for Greek Greenhouse Gas Emissions Allowances operates under the National Centre for Sustainable Development and hosts the Greek greenhouse Gas registry. The Greek greenhouse Gas registry acts in collaboration with the Trading Emission Allowances Office of the Ministry for the Environment, Energy and the Climate Change.

UNION REGISTRY

In June 2012 the registry architecture of the EU Emissions Trading System underwent a fundamental change. The Union registry has replaced the EU Member States' national registries. EU ETS operations were centralised in a single EU registry developed, operated and maintained by the European Commission.

The Greek Greenhouse Gas Registry is part of the Union Registry. The Union registry is an online database that holds accounts for stationary installations as well as for aircraft operators. It ensures accurate accounting for all allowances issued under the EU emissions trading system (EU ETS), precise tracking of holdings, issuances, transfers, cancellations and retirements of general allowances and Kyoto units. Therefore, all companies registered in the Greek Registry can perform all the necessary actions (e.g. transactions, surrendering), in this way.

In line with the legislation, the Greek part of the Union Registry is managed by the Office for Greek Greenhouse Gas Emissions Allowances which also serves as a contact point for national and international authorities. The Office for Greek Greenhouse Gas Emissions Allowances is also responsible for the operational management of the registry and provides account holders with the required information and support.

Participants

Installations

To be able to open an operator holding account in the Greek registry, the company must have a valid greenhouse gas permit for the installation together with the necessary documents and application forms (see section “Required documents and application form for the account opening in the Greek Greenhouse Registry”). Details on the provision of a greenhouse gas permit for stationary installations and on the new entries for the period 2013-2020 can be provided by the Trading Emission Allowances Office (in greek)

Aviation

From 1 January 2012 the EU ETS includes also aviation emissions (according to Directive 2008/101/EC, which amends Directive 2003/87/EC). These aircraft operators have been assigned to an administrating EU Member State. In order to be able to open an aviation operator holding account in the Greek registry, the company must submit the necessary documents and application form (see section “Required documents and application forms for the account opening in the Greek Greenhouse Registry”).

Verifiers

Independent verifying bodies or verifiers are granted access rights in the Union Registry only for their verifier account in order to enter the emissions for the accounts of those installations or aircraft operators whose operators have nominated them as competent verifying body. To open a verifier account in the Greek registry, the company must submit the necessary documents and application form (see section “Required documents and application forms for the account opening in the Greek Greenhouse Registry”).

Fees in the Greek Registry  
 
The annual fees for the accounts maintained in the Greek Registry are given in the following table. The fees are approved by the Trading Emission Allowances Office of the Ministry of the Environment, Energy and the Climate Change.

Payments should be made available until the end of January of every year or within the first month of the account opening.
     

Public Reports 

For the purpose of meeting their obligations as Parties to the Kyoto Protocol and under Article 10 of Regulation (EU) No 525/2013 ("Mechanism for monitoring and reporting"), each Member State and the Union operate a Kyoto Protocol national registry. In accordance with Decision 13/CMP.1 and Decision 24/CP.8 the Member States and the Union operate their national registries in a consolidated manner.

In line with the data protection requirements of Regulation (EC) No 45/2001 and Directive 95/46/EC and in accordance with Article 110 and Annex VIII of Commission Regulation (EU) n° 389/2013, the information on account representatives, accounts holdings, all transactions made and carbon unit identifiers, held in the EUTL, the Union Registry and any other KP registry (required by paragraph 45) is considered confidential.

Announcements-News

Τhe European Commission will undertake maintenance on the Union registry in late August 2013. This will require the suspension of access to the registry from 08:00 CEST on 27 August until 08:00 CEST on 29 August. In the unlikely event of any changes to this schedule, updated information will be communicated on the website:

Due to further upgrade of the EU ETS system a downtime is planned on 23/07/2013 at 08 :00 CEST expected to last for 4 hours.

The activation of new functionalities implementing the rules related to the holding of certain units on EU ETS accounts, initially planned for Wednesday 10 July, has been postponed by one week due to technical reasons. The access to the registry will be suspended for one day between 08:00 CEST on Wednesday 17 July and 08:00 CEST on Thursday 18 July. Access to the Union Registry will be re-established on Friday 5 July at 08:00 CEST following completion of the banking processes. For further information please refer here.
Following the banking process, an upgrade of the Union Registry will be activated. The activation will require suspension of access to the registry for one day between 08:00 CEST on Wednesday 10 July and 08:00 CEST on Thursday 11 July, as it has already been announced by e-mail on 25/06/2013. 16/1/2013 Announcement

  • We inform you that an updated version of European Union Registry software will be installed in late January 2013. The new system upgrade is necessary in order to reinforce it in view of the work of Phase III.
  • For this reason, your access to your account will be restricted from Friday 25/01/2013 at 19:00 (Greek time). The system of the EU ETS will be available again on Tuesday 29/01/2013 at 09:00 (Greek time).
  • It is noted that the system will include Monday 28/01/2013 in the additional delays to complete transactions (26-hour delay) and in adding accounts to the trusted account list (7 working days).

Previous Announcements

  • EU has announced the timetable for the migration from the National Greenhouse Gas Registry to the Union Registry.
    • According to the announcement:
    • From 14/5/2012 at 11.00 it will not be possible to change the details of your accounts or the users.
    • From 03/06/2012 at 11.00 it will not be possible to access the accounts and to perform transactions.
    • From 20/6/2012 at 13.00 the Union Registry will be activated. Your access will be possible after receiving new identification credentials from the Greek Registry.
